Recommendation: Board approve an amendment to the Clerk of Court & Comptroller’s (Board Finance) Fiscal Year 2025 budget for a scope change amendment to the Workday ERP implementation.

Transit Marketing Services Contract

Recommendation: Board: a) award Transit Marketing Services Contract 24-38 to top ranked firm Bow Stern, LLC, b) authorize the chairman to execute the contract and make any necessary modifications as approved by the county attorney.

Third Amendment to Pipeline Road Property Sale Contract

Recommendation: Board approve the third amendment to the purchase agreement of 138.16 acres near Pipeline Road and Country Lake Dr.

Triumph Support Resolution for Project Clear

Recommendation: Board to approve the support resolution to Triumph Gulf Coast for Project CLEAR and authorize the chairman to sign the same.

2312 Game Farm Road Land Division Sale

Recommendation: Board declare the 20-foot strip of property located at 2312 Game Farm Road owned by Bay County as surplus, approve the sale of the strip to MET Holdings, LLC, and authorize the chairman to sign the contract and closing documents as approved by the county attorney’s office.

2025 Board of County Commissioners Meeting Schedule

Recommendation: Board adopt the meeting schedule for the 2025 calendar year and approve the 2025 holiday schedule.

Intergovernmental Support Agreement with Naval Support Activity Panama City

Recommendation: Board to review and authorize the chairman to sign the Intergovernmental Support Agreement with Naval Support Activity Panama City. 

Donation of Surplus Dental Equipment

Recommendation: Board approve the donation of surplus dental equipment by offering to the Florida Department of Health in Okaloosa County.

Edward Byrne Memorial State Justice Assistance Grant

Recommendation: Board approve the US Department of Justice Edward Byrne Memorial State Justice Assistance Grant of $98,708.00 for year 4 of the Bay County Real-Time Crime Center. The grant period is from October 1, 2024, to September 30, 2025.

Juvenile Courthouse Easement Transfer to City of Panama City

Recommendation: Board approve the conveyance of a water line easement to The City of Panama City and authorize staff to record the conveyance with the clerk of court.

Titus Road/SR 390/Lindsey Crossings Funding Agreement

Recommendation: Board: a) approve funding agreement with the Florida Department of Transportation to fund the construction of a signalized intersection at SR 390 and Titus Road/Lindsey Crossings; and b) authorize the chairman to sign the agreement and resolution as well as any necessary contract modifications as approved by the county attorney.

Drinking Water and Clean Water State Revolving Fund Construction Loan Agreements

Recommendation: Board: a) approve the attached resolutions to enter into loan agreements for the Drinking Water and Clean Water State Revolving Fund Construction Loan Agreement, DW0302J and CW0302I, b) ratify the advanced payment forms, and c) authorize the chairman to sign the resolutions and make any necessary modifications as approved by the county attorney.

Reserve Policy for Ad Valorem Funds

Recommendation: Board consider and approve a written reserve policy for the three ad valorem funds: General Fund, MSBU Fire, and Mosquito Control.

Breakfast Point East Phase 3 Plat Approval

Recommendation: Board approve the final plat of Breakfast Point East Phase 3 subdivision and authorize staff to record the development performance bond with the clerk of court.
